On December 20, 2016 at TASS press conference was held of the party leaders of the Communist Party. The leader of the party faction in the Duma Gennady Zyuganov, deputy chairmen of the CPRF Central Committee Dmitry Novikov and Vladimir Kashin, secretary of the Central Committee of the CPRF Yuri Afonin and a member f the Central Committee of the CPRF Alexander Yushchenko summed up the year, outlined plans for the future and expressed the view about the adopted budget of Russia.
Summing up the year, it has been noted that situation is extremely serious in the country’s economy. According to the Communist Party from the beginning of 2015 $64.2 billion was deduced from the country, investment to the economy fell by 8%. The number of people living on incomes below the subsistence level increased by 3 million and reached 20 million people. One of the problems deterioration has been called of industrial, household and agricultural equipment more than 50%.
“We believe that the adopted budget will continue to ruin the country” – so Gennady Zyuganov described the Federal Law “On the Federal Budget for 2017 and the planning period of 2018 and 2019”. According to the adopted budget within three years the volume of investments in the development of the economy is reduced by 500 billion rubles, the financing of health care – by third, financing of agriculture – by quarter. It was noted that to overcome the crisis it is necessary to reach the GDP growth rate of 3% per year, which can not be achieved with the current budget. The profitable part of 13 trillion is not enough to achieve the goals of the President of Russia, to solve problems profitable part is necessary to be of at least 22 trillion rubles.
Gennady Zyuganov said that the Communist Party is ready to propose ways in which it is possible to increase a profitable part of the budget from the current 13 trillion to needed 25 trillion rubles.
Among these suggestions:
- The state monopoly on alcohol production
- The progressive scale of taxation of individuals
- Cancellationof levies, such as the system “Platon”
- The nationalization of banks, industries and key economic facilities
- Integrated development of science, education and industry
System of charging fee “Platon” – a system of charging fee from trucks with the maximum permissible weight of over 12 tons, covers all public roads of federal significance. Money are levied on carriers on account of compensation for harm caused to roads.
“The issue related to the revival of our country – it is a complex issue and requires a balanced state policy. Unfortunately, United Russia do not have such policy, “- said Gennady Zyuganov.
