During a meeting with Russian President Vladimir Putin, the head of the Customs Service V. Bulavin told about results of department work for the first 9 months of 2016 and plans for improving customs procedures.
In January-September 2016, the Federal Customs Service (FCS) transferred to the federal budget 3.16 trillion rubles, which is 3% more than planned. For the first time charges from imports exceeded export earnings, accounting for 52% of the total funds received.
In the department consider that the further development of customs authorities associated with the implementation of information and telecommunication systems. This will speed up the process customs procedures passing and increase the effectiveness of the service in the matter of customs duties. So now it is introduced preliminary information about imported goods on the road or rail, and 100% declaration of the participants of foreign economic activity in electronic form. This reduced the time of customs operations at railway crossings to 2 hours, and on the road – up to 18 minutes. In addition, currently the procedure of automatic release and automatic registration of declarations is introduced. Innovations implementation has allowed to reduce the time of customs operations for import to 1 hour 35 minutes, which is 30 times faster relative to 2013, for exports – up to 47 min, which is 5 times faster. Also, work is underway to create a single management mechanism of customs and tax payments. The joint work of the FCS and the Federal Tax Service (FTS) has already yielded the first positive results – by results of checks there were assessed additional 1.5 billion rubles of customs payments and 1.9 billion rubles of tax payments.
